自广东制造铜元获利甚丰后，各省纷纷效尤。光绪二十八年（1902年），安徽巡抚聂缉椝奏准在安庆原银圆局旧址成立安徽铜元局，增添造币机器二十部，模具可能来自日本或其自制。据记载，英国伯明翰造币厂曾提供“飞龙”钢模，但未见大量铸造。自此开始安徽便具备了自助铸造银元铜元的工艺，其先后铸造多版机制币。
